Please explain your issue is in as much detail as possible.
The AI has no 10 year cooldown on changing species rights. Possibly not for other things either.
Steps to reproduce the issue.
Start a game, switch to an AI empire/use "human_ai", then change the rights of any species.
Usually the AI will change it right back shortly after - possibly because of low consumer goods income or such.
