The only way to really fix this is a more extreme overhaul of the growth system. Basically there should be NO Base growth amount. Instead the growth should be linked more directly to the population of the planet. This means that new colony worlds with 2 population should have very little natural growth at all. Instead they should see most of their growth from immigration which they do get a bonus to after first colonizing but even higher.
A normal logistic curve includes penalties for low population, which grows to a bonus when there is a balance between population and carrying capacity, and then slows down again once the population begins to approach the carrying capacity.

We've disabled the bottom part of the curve (which is why those colonies start at 3 growth) because we felt that it didn't feel great to have your new colonies growing so slowly (almost entirely from migration), but it's possible to restore this behavior by modifying some defines. (Specifically, by setting LOGISTIC_POP_GROWTH_LOWER_THRESHOLD to 0, and LOGISTIC_POP_GROWTH_MIN_POPS can be used to say "treat a planet with 2 pops on it as if it had 5" if toning down the bottom of the curve is desired.)
