Please explain your issue is in as much detail as possible.
Prior to declaring war on Empire 2, noticed that Empire 1's icons had appeared on Empire's 2 star systems. Declared war - but ships will not fight. They just enter star system and orbit. Situation is with both claimed and non-claimed star systems. Fighting can only occur when defending or retaking my owned (pre-war) star systems.

Tried quitting then re-entering game as well - no effect.

Steps to reproduce the issue.

This is working as designed. The systems were already taken by another empire that you're not at war with, so you can't attack them.
