Please explain your issue is in as much detail as possible.
When the Environment Control Board law in the galactic community is passed, it's a violation of galactic law to create an ecumenopolis or terraform into anything but a gaia world. This still applies to tomb worlds despite the fact that tomb worlds can't be directly terraformed into gaia worlds. This prevents you from restoring tomb worlds to life, which doesn't seem in line with what the law is meant to protect.

Additionally, this violation persists after the terraforming is complete with no indication of a duration. I was able to even finish the terraforming to alpine and then terraform that to gaia and was still considered in breach of galactic law. Clicking the notification takes me to my policies, but there's nothing there I can change. I got the event where the galactic community asked me to fix the issue and agreed to do so, but nothing changed, and I'm still in breach of galactic law. It eventually did end, but it was very confusing as there was no indication of how long it lasted.

I would guess that terraforming barren terraform candidates has the same issue, though I wasn't able to test that, since I'm already considered in breach of galactic law.

Steps to reproduce the issue.
Load up TerraformingLawBug.sav. I'm currently terraforming a tomb world to gaia. See that I'm in violation of galactic law. (I think it might also be counting another tomb world that I'd recently terraformed that completed before I noticed, as even cancelling the terraforming doesn't fix the violation.)

Alternatively, load up any game with a galactic community with this law passed and terraform a tomb world. You'll be in violation of galactic law when I would expect restoring a tormb world or terraforming candidate wouldn't be considered a violation.
