Please explain your issue is in as much detail as possible.
Sometimes game prevents you from queuing more district swaps, like here I can't replace agri district:
it does work for city energy districts, though - guess, because they are maxed out.
Steps to reproduce the issue.
1. Fill planet with districts
2. Queue district replacement
3. Try to queue replacement of another, non-maxed-out district
