Steps to reproduce the issue.
I should have done the screenshot of the population not the planet overview sorry for that.
I have no idea how this happen, guess you just have to check the planet population.
One of the jobs is overflowing...

If u have presapient pops or hold pops as cattle/batteries, or have servant bots this happens as they dont fill any jobs the planet provides, but instead create jobs of their own.
