Having defensive war philosophy but still be able to claim systems owned by gestalt empires while not at war with them
But the tooltip suggest otherwise
Steps to reproduce the issue.
1. create a gestalt empire which is neither of devouring swarm, driven assimilator, exterminator
2. force the empire to spawn in the designer
3. start a game as a fanatic pacifist empire
4. console command: communications
5. unpause the game and empire home systems should show up
6. find the forced spawned gestalt empire's home system
7. console command: influence
8. open claims view
9. home system of the gestalt empire should have green plus sign on it
