Please explain your issue is in as much detail as possible.
I sent an Envoy to build a spy network.

It is my understanding that Envoys sent to spy are not Ambassadors, though sending an Ambassador (Improve / Harm Relations) would also generate some spy value.

Anyway, I got an event telling me that my Ambassador had been caught doing nefarious things -- which as a spy master seems 100% valid behavior, but he's a spy master so why would this surprise anyone?

The bug is that this event talks about the Envoy as if the Envoy were supposed to be an upstanding and respectable member of a diplomatic mission, when in fact the Envoy in question is a covert operative who is not supposed to be in the public eye at all.

I think the bug is that all Envoys are valid targets for all Envoy events, but these events should really discriminate between different Envoy missions.

Steps to reproduce the issue.
- Send an Envoy to build a spy network

- Wait until you get an event which talks about Ambassador behavior as if your spy envoy was supposed to be some kind of respectable member of society

This is working as designed.

Envoys sent into other empires as Spymasters are officially Ambassadors, instead of improving/harming relations they have instructions to build a network of assets allowing for operations to be conducted on the territory of a foreign power. Because of their cover as a Diplomat they can sometimes trigger events the same as any other envoy.
