[3.0.2] [91c1] AI doing bad economic things (4/many)

Please explain your issue is in as much detail as possible.
I started a 3.0.2 game, no mods, random empire, with default settings and basically all dlc except necroids/nemesis.
I went to observer mode immediately via console commands. I fast_forwarded 10000 days (about 30 in-game years). I then began inspecting what the AI did with its empires via the "play" command to take them over and see warnings/planets/etc.
This AI lost some territory as part of an active war. But it has strong fleets and is not retaking the territory. Also it only has 1 planet. Why did it never colonize the nice habitable planet to the south of its capital? Did it even get the one next door? It is a mystery. Naturally it has serious resource issues, too. This AI is very bad at Stellaris in apparently every way except building ships.
