No
Please explain your issue is in as much detail as possible.
I went to observer mode immediately via console commands. "observe" was the only console command used for beginning the test: no fast_forward or anything to do with ticks. I let the game run at fastest speed (minimized window) for about 60 in-game years. I then began inspecting what the AI did with its empires via the "play" command to take them over and see warnings/planets/etc. Some AI empires were experiencing total economic breakdowns. I will post them one by one. All default settings (as before, including difficulty, thus no AI bonuses) and random empire. This test provides a control sample, showing that economic AI fails even without fast_forward.
This AI, 'play 3', is out of food, goods, and almost out of energy, has missing scientists, a million planet problems, etc. its inability to manage its economy led to a revolt some years prior and it's in a war with a pitiful 1-system rebel that it can't defeat. also piracy problems in its space. this AI is just failure cascading.
Steps to reproduce the issue.
QA via observe and looking for problematic AI planets/empires
