Please explain your issue is in as much detail as possible.
The localisation string on First Contact that reads "You hacked into us, and now you call us friend? Bah! ..." appears very commonly in the game, even though I've never hacked into anyone. In the screenshot attached, the Commonwealth of Man learned of my existence by listening in our communications with another empire, but this localisation string occurs.

Steps to reproduce the issue.
Unfortunately, I'm not sure how to reliably replicate this. I'm hoping someone else knows of a way, or that merely pointing it out will make it obvious where the problem lies.

I can confirm, this happens to me constantly. I don't hack into them and they say I do, even for groups that I never work on making contact with.

Note, you say you have no mods, but that woman and your UI is clearly modded. I am using vanilla, so it isn't just a modded issue, but a base game one.

You're correct, I do have some cosmetic mods that I never play without.

EDIT: I actually forgot I have UI Overhaul enabled in this instance, so that's my mistake. Thanks for confirming the issue isn't caused by mods.
