[3.0.1 Checksum c04b] Diplomacy Reasons Visible Despite Low Intel

Please explain your issue is in as much detail as possible.
When trying to offer protectorate status for an empire, on the main diplomacy page it states the main -77 number in red, and says I don't have enough intel to know why. But when I click on offer protectorate status, and I hover over the number it lists out all of the reasons on the window where you actually make the deal.

Steps to reproduce the issue.
1. Open diplomacy menu with an empire that you have low intel on.
2. Click on a proposal for the empire (such as Offer protectorate status)
3. Hover over the opinion number for the proposal until the tooltip appears. (not sure if this happens for every deal or just Offer protectorate status)

I have checked and this appears to happen for all types of diplomatic requests, such as trade deals, form federation, commercial pacts, research agreements, etc.
