Please explain your issue is in as much detail as possible.
The United Nations of Earth and Commonwealth of Man are not present in the list of available empires in the select empire menu. Did the Nemesis get them already?

Steps to reproduce the issue.
From game main menu select 'New Game', scroll through empires in the select empire list on the left, observe United Nations of Earth and Commonwealth of Man are not in the list.

Hi, I had the same issue. While creating my own humanlike species I decided to purchase the "Humanoids Species Pack".
Both: United Nations of Earth and Commonwealth of Man are restored now.

Maybe this helps.

I'm assuming this has something to so with the prescripted_countries folder and mistinkly thinking it needs the DLC to show the presets. There's probabbly a workaround for this, but it will hopefully get fixed quickly that it won't be needed.
