Please explain your issue is in as much detail as possible.
So, i have a habitat with 22 pops, 22 jobs, 23 housing capacity, all districts used, and many empty building slots. And i still have ~7 unused housing capacity due stacked housing need reductions. Which doesn't matter, because my pop growth at this habitat nearly stopped.

I believe this situation is result of ignoring pop housing need reductions when game compares pop amount to planet capacity and then calculates pop growth. (I get the same growth if i repeat this scenario (via console) on empire without housing need reductions.). This basically renders pop housing need reductions quite useless and leads to weird situations where planet with a lot of empty space have it ignored by its population.

Steps to reproduce the issue.
1. Have an empire with "Communal" trait, slavery guilds, adaptability tradition opener (-30% housing need in total)
2. Build all districts on planet/habitat and fill it with amount of pops equal to amount of base housing.
3. Witness ~0 pop growth on a planet with good amount of unused space.
