Please explain your issue is in as much detail as possible.
After Ketling spawned (the "Ketling trouble" event), the world Fallen Outpost, which I already surveyed earlier, became unsurveyed (gray), and even if I try to survey it with a science ship it will immediately became unsurveyed again. I can no longer build an outpost in the system.

WARNING: The alt history human empire I created for this playthrough may be offensive to some..

Got the same bug in my game.
I wish I had built a starbase before researching the special project.
