Description
[2.8.1] some bypass variables do not work (related to modding / file variables).

Game Version
2.8.1

What version do you use?
Steam

What expansions do you have installed?
Synthetic Dawn, Utopia, Leviathans Story Pack, Apocalypse, Megacorp, Distant Stars, Ancient Relics, Lithoids, Federations

Do you have mods enabled?
No

Please explain your issue is in as much detail as possible.
There are 3 variables within the bypasses.txt file
# windup_time = 0 # time spent "prepping" in the system before going through the bypass
# winddown_time = 0 # time spent "recovering" in the system after going through the bypass
# ftl_multiplier = 0 # 0 means instant

These do not do anything, setting windup_time, winddown_time and ftl_multiplier to any value at all does nothing from what I can tell. Was trying to see if I could make wormhole travel take time, or have a cooldown. It seems these variables have broken (if they ever worked in the first place? I dont think vanilla bypasses have ever used these...)

Steps to reproduce the issue.
edit the variables in bypasses.txt and go test a wormhole or gateway out..
