Please explain your issue is in as much detail as possible.
[1] Interstellar Dominion Perk: starbase influence cost is reduced by 30%, instead of 20%.
[2] Also, I remember Reach for the Stars Tradition made more than 10% as designed.

[1] can be reproduced.
[2] doesn't have save file.

Steps to reproduce the issue.
Open save file and check with Tibor and Jardlaphon.
Compare before and after Interstellar dominion perk.
Upgrade is ready.

Influence cost reductions are additive, not multiplicative. Before you took Interstellar Dominion, you had the 20% reduction from being a Xenophobe, and another 10% from "Reach for the Stars".

Base influence cost is 75 * (number of hyperlanes from border). For a system next door, that equates to, simply, 75 (like TIbor). Now, since you have a 30% reduction already: 75 * 0.70 = 52.5 influence, which lines up with the cost shown in-game, of 52. Tack on another 20% from Interstellar Dominion, and we now have a 50% reduction.

75 * 0.50 = 37.5 influence, which will show as 37 influence, in the game, exactly as expected. The numbers you had at the time just happened to work out, where it would seem like a 30% reduction in cost from the current cost, when in reality, it is still the expected 20% reduction.
