For the second time this game, I've had the following issue: A planet is colonized by robots somehow (first time was a droid colony ship, the second time was the awakened neural patterns of an ancient species), giving me a small number (first 2 droids, now 3 awakeneds) on a planet.
As my empire has biological origins, robots don't grow naturally, meaning I have to build robot assembly plants for them to reproduce, but I can't build them until I have 5 pops.
Enter migration. As a fanatic egalitarian empire, I have free migration, and no resettlement. Migration causes the planets to gain more than 2 pop growth progress per month! Here's the bug though, the pop growth progress resets every month or so, causing it to alternate between "no pops growing here" and "1 month of progress".
I'm playing vanilla ironman with no DLCs, so mods aren't causing this.
The first time, I was able to solve this (the planet being stuck at a low number of pops) by resettling droids produced elsewhere, but since then I've given my synths citizenship rights, so I can no longer resettle them.
I was hoping the "Greater than Ourselves" edict would help here, but I'm not sure what the "is_under_colonization" check means.
Steps to reproduce the issue.
1. Start as a biological empire.
2. Research droids
3. Colonize a planet with a droid colony ship
4. Wait forever for your pops to move there by themselves.
