2.7.2 [60bf] Misformed tooltip for "Can't increase diplomatic relation while at war with them"

Please explain your issue is in as much detail as possible.
My empire is at war with this machine empire.
I understand that I can't send them an envoy until peace comes.
But I don't understand this tooltip:
1) "We are at war" should be checked in green (true), or else rephrased in "We are not at war" and checked in red (false).
2) The "All must be true" AND predicate should include the "We are not at war" condition (for an envoy to be allowed).
