Please explain your issue is in as much detail as possible.
The Hyperlane Registrar was changed recently to +1 collection range, but is still able to be constructed by gestalt empires, who do not have trade. I tested both machine empires and hive minds, and both gain the ability to build this building once the Hyperlane Breach Points technology is researched. With the change to the Hyperlane Registrar building, it should be only available to non-gestalt empires.
