Installing individually stable mods seems to cause the texture loader to run out of space

I thought the 64bit update was supposed to address texture loading to allow far more to be loaded in without problem? I've actually got fewer mods installed now than the last version and each of them loads fine individually.

Steps to reproduce the issue.
Install stable mods that include new textures such as flags, ship models, new backgrounds.
For a small number of mods this has no impact. As the number of mods increases the effect of the texture loader running out of Slots causes the game to initially load blank textures, and eventually Crash to Desktop. See the forwarded thread
