Please explain your issue is in as much detail as possible.
When calculating the Pop Approval Rating of a planet the algorithm use something else than approval * political power to average things.
As an example on this planet, I have a 35% approval rating, but the tooltip itself seems to indicate I should have a 50+% approval. It just doesn't make sense.
0 * 0.12 + 59 * 0.37 + 62 * 0.49 = 52.21% average rating, not 35%
You can check the planet using the attached save file. And checking Udkall
