Please explain your issue is in as much detail as possible.
Selecting which robot template to assemble requires 'Population Control' policy set to 'enabled', angering Progressive faction, who should have no opinion upon how we treat robots.

Steps to reproduce the issue.
1. Pick an egalitarian empire.
2. Research the robot modification tech.
3. Create a new template.
4. Try to set assembling pop to new template.
