[2.2.1 bbf4]dessanu l-cluster outcome not working properly

Please explain your issue is in as much detail as possible.
getting the entire dessanu lcluster seems not to be working as intended.
so first issue is, when you open the gate and meet them they're supposed to give you access to their unique strategic resources. these have been replaced with flat nanites in the latest patch, which i assume haven't been changed in the event modifier - i'd expect them to gift you a couple of nanites as incoem or something. as it stands it kinda makes the dessanu l-cluster pointless
on a similar note, i'd expected the cluster to have more than just 2 nanites - considering from what i've found digging through the files thats gonna support 1 building total creating 2/2/2 resources. not sure if thats intended, but with 2 nanites it may as well be that as from what i can find thats its ONLY use. i'd expected a handful nanites in the cluster at least, and maybe a building that turns it into a bunch of alloys or consumer resources or so as alternative issues.
tl;dr modifier giving you stratgeic resources is broken, and nanites in general APPEAR a bit bland compared to the old implementation considering the gaia worlds give much, much more in strategic resources than the nanites you find there
2nd issue is that the planeys of the dessanu dont function - yes, they're gaia worlds with generally at least 1 strategic resource, but they have 0 buidlings, no jobs, 8 pops. that makes the planet not really function. can't tell if it messes with how the dessanu empire functions in general, but considering it means there's no armies on the planet it seems like an oversight and they should have a fallen emprie like setup with custom jobs and such rather than 8 pops being miserable without housing or anything.
Steps to reproduce the issue.
play a game, do the L-cluster, get the dessanu outcome(prob like 1 in 5 ish games or so?).
