I tried googling and I can't find anything on this situation.

Everyone left in the galaxy is part of the imperium and I am the ruler. However I cannot attack anyone anymore. I am too powerful to declare a rival on anyone so I cant use the animosity war goal and I cant use the counter attack war goal.

There doesnt seem to be a way to kick members out of the imperium?

I tried delcaring one a crisis, and even after passing I still cant declare war as I have no causes belli.

Any suggestions on how I can start waging war again?

Build a colossus? Convert your ethics to one that grants an ideology casus belli?

Colossus doesn't work for the emperor. Also, system claims are useless as well.

I believe this is bugged. Emperor needs to have far more powers than this if it works as expected. You're incredibly more powerful as a custodian in a hegemony.

It doesn't. Its just that the emperor has discovered a reason why a member needs a whacking.
Like that criminal syndicate infesting the core worlds and such, or the fact that he knows that member x is undermining him.

Some people say this is a bug, but I haven't seen anything from Paradox claiming it is one or that its an intended part of the Imperium.

If its intended, we should at the very least be able to declare someone the crisis and boot them from the Imperium. I think that would actually be a cool way to roleplay abusing the Emperor's powers.

As I said in another thread if it's intendent it's really bad design and imperium is useless. You can be immensely more powerfull by remaining a permanent custodian and creating your hegemony.

Would it be possible to unilaterally vote the target empire to be "in breach of galactic laws", and then take advantage of the high tier military resolution that allows for a DoW on anyone in breach of galactic law? Might need to pass several resolutions before it would work.

you see the claims and all CBs are still listed on the diplomancy screen as icons. It's just that they don't come up as viable war declaration buttons on the screen.
