Steam won't let me buy certain DLC, how do I fix this?

A little while ago I bought EUIV on steam getting a bundle while it was on sale. I noticed it didn't have all the DLC.


The following packs:
"Digital Extreme Edition Upgrade Pack" / "Call-to-Arms pack" / "Pre-Order Pack"
all show on the list of DLC as not being purchased/in library but when I go to the individual pages they say are "already in your Steam library" and it won't let me buy them because of it.


Do I have the content or not?
If not: how do I buy it since steam won't let me?
If I do: how do I get it to show correctly on the list?

Steam has trouble in checking packs for Eu IV.

So you have to check for yourself if you own them with checking if you own the content inside the packs.
So rightclick on EU IV ----> Settings ---> DLC and look if you have the following listed:
Pre Order pack: 100 Years War Unit Pack + Purple Phoenix
Call to arms pack: Winged Hussars Unit Pack + National Monuments
Digital extreme upgrade pack: Stars and Crescent DLC + Horsemen of the Crescent U... + Conquest of Constantinople....
