Steam thinks EUIV is running after exit

I don't know if it's the new launcher or the latest update since I haven't played EU in a few months, but now when I exit the game, Steam insists that it's still running unless I fully exit steam and restart it. Which is making trying to get the new mod handling setup working right somewhat tiresome.

I can imagine! I have seen one or two reports of this with various games since the new launcher, but no clue as to why it affects those few it does affect.

Do you see it with Stellaris too?

What antivirus app do you use?

I've run into this. I opened up Task Manager and found Paradox Launcher.exe was still running, so I forcequit it and that fixed the problem.
