I imagine that this will only impact a small amount of Steam players, but if for some reason you are playing, or have a need for older versions of the game, (like need a older game version for Mods), it looks like Steam will soon stop offering rollbacks to older versions.
You'll have to do a some searches and stay tuned to Steam critics as they keep a eye on what Steam is doing.
