The way things are looking, HoI4 will be easy to mod and there will be potentially some great mods out there and naturally people will want to play MP games with them. The problem is if the host wants to use let's say 6 mods in his game then everyone who wants to play has to figure out which mods he is using ten go find them, install and restart hoping that the host hasn't left or started the game.
My solution would be that once a player joins a game waiting to be started he can see which mods are being used, they can be clicked on and viewed through steam. There will also be a button to download and install all of the mods that the host is using. It will save your spot in the game while the mods install and the game reboots then you will auto join back into the game.
There also needs to be a filing system so you don't end up with 250 random mods that you don't recognize and have to sift through to see the ones that you picked yourself. So you could separate the ones you picked from the others and have a rating system (2 out of 5 stars for one while you give 5 out of 5 stars for your favourite mods) which could work as a sorting feature.
