At least in case of HoI2 its Paradox fault - I have HoI2 from Steam for over 1 year and when I contacted Paradox support about missing CD key I was told, that they never provided CD keys to Valve (owner of Steam) - and that this situation wont change.
I'm beginning to think that there is a legal case brewing here...

I purchased Paradox complete pack at Steam and tried to register games from this pack in Paradox game registration system. here are some issues for games from this pack:
1. Mount & Blade: Warband -> Paradox says - Invalid Key
2. Supreme Ruler 2020 -> No key found on steam in detailed view
3. Ship Simulator Extremes -> Steam shows 5x5 key. Paradox has 6x4 fields for key.
4. Rome Gold -> Invalid Key but successful for "Europa Universalis: Rome" registration
5. Penumbra - Black Plague -> No key found on steam in detailed view
6. Lionheart -> No key found on steam in detailed view
7. Lead and Gold -> No key found on steam in detailed view
8. Elven Legacy -> No key found on steam in detailed view
9. East India Company -> No key found on steam in detailed view
10. Hearts of Iron 2 -> No key found on steam in detailed view
I contacted Steam support and they redirected me to your support. They said "Please note that no CD key is included with Steam purchases of games 2, 5, 6, 7, 8, 9, & 10."
How can I register these games in your system? Note that I can play these games without problems but I want to register to have access to additional materials and support.

As for the games lacking keys, we are trying to solve that, but things are moving oh so very slow. All the games where keys might be missing have totally open forums though, so you will not miss out on any content beside the actual medal under your avatar.
Seems they solved the problem, at least for M&B Warband. I just successfully registered with my steam key that was not working during the holidays![]()

I also have the same situation going on and it sucks!
I sent an email to this forum admin as well as CS and received no response. It has been a couple weeks now.
I also filed a ticked with Steam. The response was pure bullcrap!

Admin was the one.Which exact e-mail did you use? There are a few different ones, some of which have autoresponders referring you forward and some which have not. (But are read instead.)
