To be fair, the current achievement for Rome Restored(Basilius)...is kind of silly and you get it after only restoring a fraction of the empire. This is how you should get the achievement for restoring the Roman Empire.

1. Be Orthodox.

2. Disbanded the Holy Roman Empire.

3. Restored the Pentarchy(aka ended the Scism)

4. Have both the Quality and Quantity Idea Groups(well, this is more of my personnel opinion than anything else)

5. Have the following provinces(up to your discretion): (Okay, I wanted to upload a file I downloaded from the wiki which I edited to show the provinces...which took awhile...but apparently its to large to upload...so for now, have a map about the real Roman Empire's territory at its greatest extend.)
