ok, i tried severeal times, and how i can do this? i have the appropriate spy network for it and then moved ships and army to the border but still can't steal maps?

Where is your unit? The one of the requirement is "Has a unit in a known region adjacent to said unknown region"

I think that you need the ships to be in the vincinity of the maps you want to steal (so in Pacific, for Pacific, even if you steal from Spain)

Yes, it’s not about being close to the person you’re stealing from But being close to the region you want maps for.

To expand/clarify on this:
If you want to steal maps of Italy from Castille then you need a ship in the Med, not off the Atlantic coast of Castille. The specific requirement is that you have a unit (army or navy) in a region adjacent to the region you want to steal maps of so check the region map to see the specifics on both which regions border each other but also what seas/provinces are in the adjacent regions.
