Steadfast Insignia & Reforged Eye of Cairn not stacking?

Hello, recently bought Tyranny for myself, finally, and just in time for this NewGame+ delight.

When I got the Steadfast Insignia, I was looking forward to equipping it along with the Eye of Cairn to really juice up my Resolve stat, only to find their modifiers appear to be mutually exclusive. Is this working as intended?

A few months back I played on a friend's copy and this combination worked just fine then, but it could have just been patched out. Would be great to know either way. Thanks!

Realized I should provide a save file.

Here's my latest save, they're equipped and still don't stack. I should probably swap one out...

This is actually working as intended per Tyranny's stacking rules.

Status effects from armor and accessories are not supposed to stack.

Weapons are the exception to this rule, so if you had the Staff of Cairn that gave a bonus to Resolve and equipped the Eye of Cairn, they'd stack together.
