Getting an all-female council would be tough and is supposed to be dangerous from how we have designed the council mechanics. The most powerful vassals of your realm are not supposed to just sit idly by as power are taken away from them.

No its an onus probandi fallacy
Though thanks to it I've found a lot of really interesting female rulers I had no idea about. Either way there's no point in providing claims of proof for historicity or what not to justify the mechanic. Its in there under the same grounds as Messalian, Cathars or the Zun religion is in CK2. Because we have a large audience that really wants it. If you don't like the idea whatever your fantasy in your head has said that this law means, then don't use it just as you might not play the Cathars.

I love Persian history and especially the era where Zoroastrianism was still a thing. The Khurramites are pretty cool but adding another bookmark just to feature Banu Khorramdin is a can of worms from just the thing of how much efforts needs to go into just making a bookmark viable. (especially in the time between Charlemagne and Stanford bridge start)
