By the images in DD40, I came to understand that a "state" is a group of provinces with a common factory cap. Can the control of a state be split between two countries, and how are factories distributed if this happens?

So who is getting the industry and facilities if say a four province state is split 2/2 between states DURING conflict? As I understand after conflict they will be unified by peace treaty right?

Well, the factories have to be located somewhere in the state to be bombed i assume. Other than that you can see little factories pop up in the state, but i dont know if they are just decoration. If they get randomly distributed in the state i would say you take controll over them once you controll the province. I would think that it is not possible to use factories in a divided state as it is a combat zone and therefore way to hot to be used.
@Torran that would actually make the most sense. I doubt that people would work in an factory where just 10 km away the enemy is on the advance.
