In the early patches of Vicky (pre-Revolutions) income from state bonds could be quite significant, I don't know why the decision was made to make them almost completely useless.

Probably because then capitalists didn't have anything to spend their money on, while now it all goes to factories and railroads.

Bonds usually have to be paid back. Is this the case in the game, or do you just get the profit from the state bond trade?

Basically they are gifts to the state.

I prefer to imagine that the state is investing wisely, and making a nice return with the money... then just offers some paltry low APY interest rate to the bond purchasers. Then the state keeps the difference -- shown as income in the budget.
