Startup Menu not appearing on Steam

I had to do reinstall my windows system and now since I downloaded steam my CK2 is not working. I click on the play button on steam but the start up menu does not show up at all and nothing happens. I updated all the drivers including my nvidia one and i have directx 11 installed but still CK2 will not run. What could be causing this? Is it an issue with steam or an issue with the game? any help appreciated thanks

Please go to C:\Program Files (x86)\Steam\steamapps\common\crusader kings ii\DX\ and run dxsetup.exe

If that doesn't help, please try installing:

First: http://www.microsoft.com/download/en/details.aspx?id=8328

Then: http://www.microsoft.com/en-us/download/details.aspx?id=35

(If that doesn't do anything then http://www.microsoft.com/en-us/download/details.aspx?id=8109 )

Then: visit the Windows Update site and allow it to apply all .NET updates/patches it wants to, for all .NET versions.
