As the title... what determines the starting traits of your starting character and the "country's" starting gold, prestige and piety? Is there a file that determines this?

I am guessing that in the full version of the game starting stats will be set in stone rather than randomised ? As I find it a bit un-realistic to see say William The Bastard with stats like Craven or Content ! I think they will be based around the character and his or her historical profile. ie : A just or pius king like Alfred the Great would have church based stats with someone like Harold Godwin having a warriors stats. (Does this help ? )
Lower counts and Dukes should have set in stone characteristics as well like CK1.

When it comes to starting piety, prestiege , gold. Again I expect a model like CK1.
Kings start with 500 / 100 / 100
Dukes 300 / 50 / 50
Counts 50 / 25 /25

Or some very similar model. For example i would surely expect to see the Emperor of Byzantium to have far more starting resources than Dugal the Count of some farm in Ireland !
