Is there any way to clear out a planet you own so that you can terraform it? Or do you have to grant it independence and then bomb it?

Purge the population works if you are collectivist or xenophobe and they are not your primary species.

You can't terraform planets that are colonized.

If you're not adverse to using the console, you can just kill the pops using that so you don't suffer the malus for purges.

Or just purge - because it's fun. Who doesn't love a good act of genocide with your cornflakes?

You could resettle everybody off it too. Though I'm uncertain if it lets you purge/resettle the last remaining pop.

If you're Individualist, tough going, you can't get them off the world... unless... perhaps you were to turn off all the food and 0 their happiness into migrating elsewhere? Once again, I don't know if absolutely everyone would leave or stay there to faction forever.

Eh, with Clinic and a few techs/Engos you can have them live just about anywhere, so it shouldn't be much of a problem unless you really want your planets to all be of a certain type.

Yeah, I am not experienced enough playing evil overlord that I know whether you can 'unsettle' the planet by exterminating the last pop. But I am not there in my game yet, so I will wait and see if I can purge them all once i annex the planet.

You can exterminate the last pop and unsettle the planet by doing so, yes. But be aware that your borders won't be projected from that place anymore. If it's a border world then put down a frontier outpost before purging to be on the safe side.

I have committed my first genocide, and it did in fact clear the planet for terraforming. Of course, every other species in the galaxy closed borders, and within a year a giant coalition assaulted me. So, not really worthwhile.

I thought you couldn't resettle the last pop? At least that's what I remember from the last time I tried.

I have also wondered this, its always annoying when a strategically important planet you need to capture is a tomb world with the habitability perk keeping pops alive.

Would sure be nice if I could force everyone off to fix the planet without genocide and looking like some kind of jerk.
