starting in 1939 in historical ai mode spain joins the axis a few minutes in

That should not be case, unless a player is playing Nationalist Spain in the 1939-start (and assuming they are peaceful) the AI should have -62 towards asking to join the Axis?
Did you do anything specific in your start? What nation were you playing? What agenda did you have?
