Well, this belongs rather to the bug forum, but since there won't be another patch I`m posting it here instead.
Happened to me with all versions of the german game and IGC I've played so far but I don't know the prerequisites for it to happen.
In a long series of BB wars I (Russia) finally decided to ask for a white peace since I had some diplomats to spend. I had 3 gravestones with that nation (austria). This puzzled me a bit because no fight/conquered provinces happened so far.
So I had a look into the save file:
Normally you see something like that (I'm writing from memory, EU1 is currently uninstalled like I did it many times before
):
{FRA {HAB =1 SAV=2}}
My war tag was a complete list of every nation still in the game with 8-10 digits for each nation. Deleting this nonsense list solved the problem.
I guess that the # of wars/countries involved caused an overflow but I don't know the exact circumstances.
In the same game I saw that France had the same problem against england. This explained why they made a white peace even when France occupied 4 english provinces.
So, sometimes when the ai makes a silly peace: it's an overflow bug.
As I mentioned before, this didn't happen very often (but more than once) and I haven't seen it without some major BB wars going on.
