As of right now I'm doing a generic play through as a vassal of the Holy Roman Empire, but I've started out in Sicily and swore fealty to the HRE early on. I've been able to get the duchy of Tirol, which is de jure in the Empire and allows me one vote in the election. According to Factions page on the Ck2 wiki, if I'm able to start a faction and a have an elector rank title I'm able to make a faction to make myself the Holy Roman emperor, but the option isn't showing up. I want to see if I'm missing something, or if it's impossible with just owning a duchy.
