I've been having this problem every since the developers for the Game of Thrones mod released 1.6.1.
Basically, my game cannot run AGOT, but it can run vanilla. Doing some digging with a fellow reddit user on the CK2 AGOT reddit page, we found that the setup.log for vanilla and the mod are different. When running the mod, the game has trouble loading the events associated with the mod. These aren't there in the mod setup.log [onaction.cpp:622]: ActionList #0 - #243 and all of [history.cpp:615]:
