Start a colonial war against... myself?

I have just stumbled upon something rather unusual: I can force my colony to wage an indepence war, whose libery desire is less than 50%. I know that forcing your colonies to start a colonial war is a feature that has been introduced years ago. However, I haven't seen this option until now. Is it a some sort of a bug, or an intendant feature? Any ideas?

Anyways it's funny.
And it has an use since winning an independance war give a big reduction to LD.
That's niche though.
