Could anyone who has the English version post the DLL and other files in the root installation directory of Victoria (no need of the EXE)???

Spaniard players want to install 1.03b!!!!!

1) There is no possible way for spanish players to play 1.03b. Those files do not exist which can make 1.03b work on starforce protection.

2) And circumventing copyprotection is actually illegal.

I don't understand why this game has protection when all the paradox games don't...............

AFAIK, that's a decision made by the publisher of the Spanish version, not by Paradox.
