So, started noticing that, save for fallen empires and despoilers, my fanatic pacifist empire whose only fleets were a handful of anti-piracy corvettes still counted every AI empire as "pathetic" or close to it in terms of fleet power comparison. And while my fleets were meaningless, the borders of my empire were not, heavily fortified with starfortress filled with cannon emplacements, not to mention the trading fortresses for that massive trade collection range. Those I assume were the ones being counted to make as if I had overwhelming power.
Which is rather silly. While, sure, it does mean attacking me would be difficult, and thus it should be counted to some degree, specially on the "should I declare war" calculations, it also completely lack the capability both of concentrating said power and of projecting said power (let me rival other empires, damn you. They aren't that pathetic!
).
While I don't really have a good solution for this as of yet, I do feel it's a problem. Maybe only the "most powerful" (as the game counts power) starbase "fleet" (that is, starbase+defense stations) should count for the calculations, since they can't be concentrated? Maybe with a bit of a penalty to represent lack of projection capabilities?
