Staging a coup, civil war territory and resources

I have been trying to stage a communist coup in Portugal as Spain but the rebels are always too weak.

How is the civil war division decided? Whats the event that fires everything so I can look at the details?

It is based on party popularity Afaik, so before doing the coup you need to boost popularity. In the end it is a huge investment....
