Playing Germany, date is 25 Nov 1944, Spain and Portugal are Axis. USA has a beach head in Southern and Northern Spain, with a stack of 80 divisions in the south and 60 divisions in the north. Is this a bug? Should'nt there be a heavy stacking penalty? When I tried to attack the giant "Risk" stacks, it seems that I am the one penalizied. The moral of the attacking units drops to 0 while the defending stacked units dont seem to be affected, even when they show that they are unsupplied.
