Well, it's pretty some pretty interesting remarks with a lot of vagueness involved; is he speaking about some sort of insider knowledge he had about specific release date PDS are aiming at - maybe Paradox just went ahead and told a direct competitor the release date for their game for absolutely no reason - or maybe he's taking in less precise, more vague terms to illustrate his main point that there's a lot of 4x games coming out this year.
Well, let's just do a bit of analysis on the ole quote there shall we? See if we can't find any hidden clues or subtle wording that might imply one or the other?

So I guess he has a bit of credibility but Stellaris would have to progress through alpha and beta way faster than Paradox games usually do for him to be correct (and experience no externally-visible delays) so I'm pretty doubtful.
Well, Pdx did say they wouldn't announce games as early as they had. Assuming that means they had an alpha build when they announced Stellaris last fall, so Q1/2 2016 isn't unlikely. It depends on how the gameplay pans out, if their plans work the way they want it's possible.
Still, I want a Pdx announcement before I start planning any vacation around the release
But there is plenty of speculation from gaming media that it will cone out in the next year or so. It doesn't seem implausible to me. Remember, Civ6 will sell itself, no need for 3 years of hype when a few months will do.Civ6 is not announced.
Regarding Civ VI being on the list, Firaxis is very good at not announcing a game until like half a year before release date. They've done that with quite a few games recently.

I actually think games will start going the way of short announcements. Fallout 4 proved that giving a limited 3 month announcement allows people to still be completely hyped by release. Rather than waiting a year and slowly forgetting or losing interest in something. Still this particular information does need to be held with a grain of salt.

By looking at the clock and the last Alpha label Screenshots, I honestly don't think Q12016 is possible. Of course... it goes till end of March ^^

Quote that OP has says 1H 2016, not 1Q, if that makes any difference. That could be as late as july if you believe he is right.
