You mean like having a single construction ship in orbit around a planet to boost planet construction speed, analogous to 'assist research'?
Or do you mean having several construction ships on a megaproject (I can't think what else would take enough time to warrant it) to speed up construction?
(Or something else?)
...not sure if this was the intent of the OP, but I really like the idea of an equivalent of assist research in assist construction. It could even be limited to either a construction or science ship assisting a given colony. Alternatively, make it +5% resource output or trade value when a construction ship is assisting. Sounds fun.

If it required a Leader -- with Unity upkeep and opportunity costs included -- then I'd buy that sort of repeated project.
New type of leader: the engineer. It commands a construction ship and has various traits like any other leader....increase mega build speed, decrease mega cost, increase planet production, improve starbase defense, etc.

All of those sound like something a scientist ought to be capable of.
I wonder how hard it would be to apply secondary effects to all of the science discipline traits...

F.E. A scientist with voidcraft could boost starbase defenses, one with New Worlds could slash colony setup times or boost pre-capital-stage pop growth.
